Police reportedly yelled at the man to put the scissors down and also tried to use Tasers, but they failed to fire and he did not stop.

NSW Police confirmed the man, who is as yet unidentified, was shot following a "confrontation" and died at the scene.

"A critical incident investigation will now examine all circumstances surrounding the incident," a statement read.

"That investigation will be subject to independent review and all information will be provided to the Coroner.

"The incident is not believed to be terror-related."

A NSW Ambulance spokesman said they were called to Eddy Avenue at 6.45pm "in relation to an incident" and said police would be responding to further enquiries.

Witnesses said the man approached the flower shop and started "breaking everything".

“A man came from nowhere," Nathan Yin told News Corp.

"He tried to grab an old man, the florist owner, and he was pulling him and yelling at him. I said: ‘What the f*** do you want?’ and he said, ‘I just want to die’.”

Mr Yin said he called police after noticing the man was carrying a sharp object, believed to be scissors.
