At the height of the incident there were approximately 35 firefighters on scene, and seven fire fighting appliances in addition to four other command and support units, Fire Rescue Victoria said.

Fire crews said a man was hanging out the window ledge before they brought him down to ground level using a 9m ladder.

A young boy was taken from the building to hospital in a serious condition but died after arrival.

Police and fire authorities are currently on scene and a crime scene has been set up.

All other residents in the building were safely evacuated.
