Several witnesses have described seeing an explosion outside the hall.

Yahoo7 News understands the force of the collision caused two sets of powerlines to come down.

Britney, a witness staying 450 metres away from the scene at the Plough Hotel in Footscray, told Yahoo7 News they heard a loud bang before feeling the building shake.

"My friend and I were in the hotel when it happened, but we were up in our room getting ready to head to the city and there was a huge bang.

"We didn't know what happened at the time but we were assuming something had happened in the hotel or at the front since the building shook," Britney said.

Fire trucks, ambulances and emergency services were quick to arrive on the scene.

"When we looked further down the street it was a huge mess. Things were lying everywhere on the floor and it was just really sad to see," Britney said.

More to come.
