Amid excitement from bystanders, the woman holds onto the dolphins dorsal fin as several men try and intervene.

Police are now investigating the incident near the city of Haarlem to determine whether a crime was committed. The woman is cooperating with police and handed herself in, local media reports.

Woman slammed over behaviour

Users on Twitter criticised the woman's actions, with some speculating she was intoxicated.

One person called her behaviour "foolish' and said it was "very dangerous" for the dolphin.

"Moron," another person proclaimed.

Rescue organisation SOS Dolfijn said the presence of the dolphin in shallow waters was "very disturbing" and was clear it was lost, RTL News reported.

Annemarie van den Berg of the organisation said dolphins are used to much deeper waters and do not belong in the North Sea.
