Prison video shows teen handcuffed, masked and restrained for 'yelling out'
The Queensland Premier has ordered a review into the alleged mistreatment of young men being housed inside adult, not juvenile prisons as disturbing footage emerged of a teen being cuffed, masked and restrained.
The footage from a Brisbane prison, shows the 17-year-old being forced to wear handcuffs, a mask and a body restraint, apparently for his own protection.
But Youth Advocacy Centre spokesperson Damien Atkinson told 7 News Jarrod Clayton’s treatment was over the top.
“There’s no sense he was a harm to himself or other prisoners or other prison officers,” he said.
“There’s a range of things he did that were disrespectful. Nothing constituted a danger to anyone else.”
The treatment took place in 2013 and was investigated at the time, but given the recent treatment of juveniles inside a NT facility, the incident is under review again by a different government.
“Restraints and the use of force is used only when it is deemed necessary and official warnings have been given,” Queensland Corrective Services Minister Bill Byrne said.
Prison documents show Jarrod had been yelling out and pressing the emergency button before he was placed in the restraint.
Queensland remains the only Australian state where 17-year-old’s are treated as adults in the criminal justice system.
The government is planning to move 17-year-old’s to juvenile facilities but admit those changes will “take time”.
