A teenager is in police custody after a toddler was found in a recycling bin in freezing conditions in Winnipeg.

A call was made to emergency officials at about 6.30am on New Years Day when they found a baby in the bin, reportedly wearing only a diaper and a pair of pants.

Several sources say the 19-month-old girl had been outside for several minutes before she was discovered in temperatures of about -30 C with the wind chill.

Police allege the 17-year-old left a house party unexpectedly with the toddler, after a fight broke out.

CBC NEWS reported the young man was running with the child, when he tripped and fell, injuring the child before leaving her in the dumpster.

It is thought he then returned to the party, where he got into a fight with a 13-year-old girl.

The Canadian Press has reported that the 13-year-old and the 17-year-old are related.

Constable Eric Hofley told CBC NEWS "Nobody expects this right, you have family you have friends, you're enjoying a good time and then something like this, you know, beyond comprehension. Certainly I think we've all hosted parties and had children present and would never in a million years believe something like this could ever occur."

It has been reported the young girl was taken to hospital with life threatening injuries but it's believed she is now in a stable condition.

Winnipeg police say the 17-year-old is now facing several charges including abandoning a child, possession or consumption of liquor by a minor, assault and causing bodily harm by criminal negligence.
