Victorian Government to toughen parole laws

The Victorian Government is expected to announce sweeping changes to the state's parole laws as early as tomorrow, 7News can exclusively reveal.

Victorian Premier Denis Napthine and Minister for Corrections Edward O'Donohue will announce major changes to the parole system.

7News understands the state cabinet has agreed to maintain the system of early release, but to toughen the eligibility, particularly for violent offenders.

The changes will increase the accountability and transparency of Victoria's adult parole board.

The State Government has been under enormous pressure to act after the murder of Melbourne woman Jill Meagher by Adrian Bayley when he was on parole and other high-profile murders like those of Elsa Corp and Ballarat mother Sharon Siermans.

"We will be debating further toughening parole laws in Victoria to make it very clear that we will have the toughest parole conditions in Australia," Premier Napthine said.

The Government is also expected to release a report into the parole system by former High Court Justice Ian Callinan.

It is expected some sensitive information contained in the report will be blacked out for legal reasons.
