First on 7: A serial sex offender, who has jailed for more 20 years, has been released on parole only to allegedly offend again.

He has now been accused of assaulting a woman on a Sydney train and 7News has revealed he was again granted bail, but is now back behind bars because of his breach of parole.

It is a grim history: a 55-year-old whose crimes began as a teenager.


The man, who cannot be named for legal reasons, was first accused of sexual assault more than 35 years ago.

In 2002 a robbery, which saw a couple tied up and terrorised, led to a series of charges and sentences. His maximum sentence totalled 12 years and does not expire until later this month.

He has twice been released on parole and twice it has been revoked. His latest failure to report to police came in March this year.

On May 13 it was claimed he committed an assault on a woman and an act of indecency on public transport. It was not until the following day that he was finally apprehended.

Critics now want to know why he was given a second chance and how he was able to remain free for more than six weeks after failing to report to police.

The Opposition blames budget cuts and opposition leader John Robertson said: “These people are normally properly supervised, but under this Liberal government in NSW we've seen a focus on cost cutting rather than supervision of these criminals, protecting our community."

Authorities are understood to be preparing an application for an Extended Supervision Order in case he walks again.
