'Talk to rich people nicely': 2 women fined $3,000 each for abusing officer

SINGAPORE — Two Singaporean women who taunted and hurled insults at an auxiliary police officer carrying out enforcement work for the National Environment Agency were each fined $3,000 on Wednesday (8 September).

Koh Lee Yen, 50, and Chee Kam Fah, 49, both pleaded guilty to one count each of using insulting words against a public servant under the Protection From Harassment Act.

The 22-year-old victim and her colleague had gone up to Koh and Chee, who were outside Lucky Plaza Shopping Centre's designated smoking area just before noon on 21 September last year.

The victim told the duo that she would be issuing them with a summons for a smoking offence and asked them for their particulars.

As the victim keyed their details into her electronic handheld terminal, the two women unleashed a series of insults.

Koh told the officer the following: “Very crazy woman ah you”; “You shut up and ask for IC”; “You poor forever you know or not”; “Crazy girl, better go back and hug your pillow and cry, your salary not enough for me to buy a pillow ah I tell you, stupid”; “Mo ga gau” which means “No upbringing” in Cantonese; and “Shen jing bing” which means “Crazy” in Mandarin.

Meanwhile, Chee told the victim the following: “Your salary how much, one thousand only one month I think”; “Crazy”; “Talk to rich people nicely, you’re a poor girl”; “I tell you you careful walk fall down ah you, careful yourself, don’t bang to the car”; and “So what, pay only what, I got money" with a Hokkien expletive.

Chee also took out a $1,000 note and waved it at the officer's face while Koh told the victim, "You should just shut up and take the money."

The women's antics were captured on the victim's body-worn camera.

For their offences, Koh and Chee could have each been fined up to $5,000 and also jailed for up to a year.
