Putin Calls Saint Petersburg Supermarket Blast a 'Terrorist Act'

President of Russia Vladimir Putin said in a December 28 speech that the explosion that injured at least ten in St Petersburg the day before was “a terrorist act.”

Putin was speaking to Russian forces who had been active in Syria. He said that he told the head of the Federal Security Service that, when dealing with terrorists, they should “liquidate” them “on the spot” if there was a threat to the lives or health of Russian officers.
