Prime Minister delivers keynote address at Davos; Flash flooding hits Brisbane; Woman sexually assaulted in Melbourne; Justin Bieber arrested.

Good morning.

Prime Minister Tony Abbott has used his keynote address at the World Economic Forum to call for freer trade between countries.

He declared Australia open for business and urged other world leaders to do the same with their economies.

Each country should renew its resolve to undo any protectionist measures put in place since the crisis but better still, each country should commit to open up trade.

Mr Abbott will meet his British and Israeli counterparts before returning home.

It's been a week of weather extremes for south-east Queensland.

The region's heatwave has been broken by torrential rain, which has caused widespread flash flooding.

A slow-moving storm dumped more than 140mm of rain in some parts, leading to road closures and peak-hour traffic chaos.

The water rose so fast, swift water rescue crews were called in to check if anyone was trapped in submerged cars.

The SES responded to dozens of jobs across Brisbane and Ipswich, mostly for flooded homes and fallen trees.

More rain is expected over the weekend.

Police are appealing for public help after a young woman was sexually assaulted in Melbourne's east yesterday morning.

The 21-year-old victim was walking south along the Burwood Highway at 10am when she was approached by a stranger.

He dragged her into an empty house, tied her up and violently attacked her.

The man is described as Asian, aged between 30 and 40 years old, wearing a yellow jacket and tan-coloured pants.

Detectives are appealing who was in the area between 10:00 and 10:30 yesterday to contact Crime Stoppers.

Teenage pop star Justin Bieber is facing serious criminal charges after being caught drag racing under the influence of drugs and alcohol.

The 19-year-old was arrested in Miami, driving a rented yellow Lamborghini.

Police say two SUVs had been used to block a major road so the singer could race a friend in a Ferrari.

It's believed he was driving almost 100km/h in a 50km/h zone.

Bieber also admitted to having alcohol and marijuana in his system.

He was also charged with resisting arrest for swearing at police Just last week, police in California raided Bieber's home after he was accused of egging his neighbour's house.
