Victoria has a total of 18,361 active Covid cases, with 657 people in hospital and 117 in the ICU. Of those, 69 are on a ventilator.

The Victoria Health Department said 82 per cent of its population over the age of 16 are now fully vaccinated.

On Tuesday, Victoria recorded 989 new infections in the previous 24-hour period, the lowest since September 28.

The lower case numbers coincided with the return of public events, with 10,000 spectators able to cheer on the Melbourne Cup at Flemington Racecourse on Tuesday.

The race was run without a crowd during the peak of the pandemic in 2020.
