Man shot outside Etihad Stadium

A man has been shot by police and three others have been arrested in a series of dramatic events that left office workers shocked in Melbourne's Docklands this afternoon.

The man, believed to be in his thirties, is understood to have been shot near a service entry at an underground car park entrance at the stadium, shortly after 3.10pm.

He was taken to the Royal Melbourne Hospital in a stable condition with gun shot wounds, police said.

Police have arrested three men, all believed to be aged in their twenties, and are currently assisting police with an investigation into an alleged stolen vehicle and other theft matters.

Witness Theo Karanikos was walking to his car when he saw the man on the ground.

"I just noticed somebody on the ground and he was screaming from pain," Mr Karanikos said.

"I thought he may have had an accident. I walked back to my car and turned back and noticed a holster on one of the gentlemen, that's when I realised it was the police."

Seven Network cameraman Chris Martin said he heard a lot of screaming.

"I heard a few popping noises and then a lot of screaming, get down and all that kind of thing," he told Fairfax Radio.

"And then just police came from everywhere."

One man was arrested at the scene and two men were later arrested at the intersection of Collins Street and Marine Parade.

AFL staff tweeted the area was in lock down and that they had been told to stay in their office after reports of a shooting, but a short time later said they had been given the all-clear to leave.

Around 50 police officers swarmed on Docklands and nearby roads were blocked off.

Authorities say they are investigating the circumstances surrounding the incident.

Police have urged people to avoid the area due to an increased level of police activity, but nearby office workers and residents are safe to leave.
