Labor:

* Introduce planning controls on 12 rivers and creeks

* $10 million Green Links fund to support revegetation along waterways

* Guarantee one full page of Victorian government advertising in every regional newspaper each week

Coalition:

* $6m to fund 14 extra breast cancer nurses with the McGrath Foundation

* Ms D'Ambrosio defended her and Premier Daniel Andrews attending a Labor fundraiser in August hosted by Visy's executive chairman Anthony Pratt while the recycling giant bids to run the state's incoming container deposit scheme. She said the tender process was being conducted at "arm's length" to government, hosing down conflict of interest concerns
