* New mental health support services in Narre Warren, Northcote and Leongatha as part of a $77 million initiative

* About $10 million towards an extra 20 mental health service locations across the state

* About 200 jobs will be created under a new government department for the regions, preferably based in the Latrobe Valley town of Morwell

* The department will be established to address inequities between Melbourne and regional Victoria

* It will cover a range of areas, including infrastructure and education

* Free contraception across the state

* Free condoms at secondary schools, and subsidising out-of-pocket co-payments associated with contraceptive pills, IUDs and hormonal implants

* The Victorian Electoral Commission has referred an investigation into Opposition Leader Matthew Guy and his former chief of staff Mitch Catlin to the Independent Broad-based Anti-corruption Commission

* A damning video was leaked online by the Angry Victorians Party that appears to show "preference whisperer" Glenn Druery boasting about rorting Victoria's voting system

* The Liberal Party has applied to trademark the State Electricity Commission logo after Labor revealed its plans to revive the publicly owned organisation.

* The electoral commission also rebuked poor behaviour at early voting centres by some party workers and campaign volunteers at a handful of early voting centres following reports of people feeling unsafe or intimidated when trying to vote, work or play their role in the election

* "This will change lives and it will save lives. It's exactly what we need to do and we are delighted to offer this up to put this forward as part of our positive and optimistic plan to keep people well and to continue that work of building a brand new mental health system from the ground up". - Premier Daniel Andrews

* "We're going to have a department that focuses on fixing inequality, that brings country and regional Victoria up to standards they expect, that actually focuses a whole-of-government approach on making sure that country and regional Victorians get the best out of their state government." - Liberal Leader Matthew Guy

* "Women shouldn't be forced to skimp on contraception because their rent has gone up. And the most effective contraceptive choices shouldn't just be for those who can afford it." - Victorian Greens' Pascoe Vale candidate Angelica Panopoulos

* "It is a corruption of the political process and should be reformed." - Reason Party leader Fiona Patten on group voting tickets

* "Labor may prefer to deal with a motley crew of Druery's 'family' on the crossbench rather than the Greens, but it has meant our group voting system has stuck around like a bad rash," Greens leader Samantha Ratnam
