Officers arrived first and were met at the scene by a woman described as hysterical, before calling paramedics. She is being treated for severe shock, with police saying she may be the mother of the children.
Police discovered a teenage boy and girl deceased in a bedroom at the property.
Police are searching for a fourth person, understood to be a man in his 50s. It is unknown if he is armed.

Early investigations suggest the incident may be a domestic violence-related matter, police say.
NSW Ambulance Inspector Kevin McSweeney said crews were met with an “extremely distressing” situation at the scene, finding the teenagers deceased.
North West Metropolitan Region Commander, Acting Assistant Commissioner Brett McFadden described the scene as ” absolutely horrific”.
Police believe it was a targeted incident and the man at large poses no threat to the community.
The ages of the teenagers are yet to be confirmed but were described as “young”.
John Howard who lives just 50 metres along the road from the house, says he’s shaken.
“I could hear the police helicopter and then I saw it all over the television,” Mr Howard told AAP.
“It’s a friendly, quiet street.”
