Amanda McCue can still hear the screams of her Shetland sheepdog Leo when a bulldog attacked him in January.

Miss McCue was on a regular walk with Leo and her 13-year-old daughter in Roleystone when an American bulldog ran at them and grabbed six-year-old Leo.

The single mother watched as her dog, which she described as her "whole world", was dragged into water and mauled.

She eventually pulled Leo away but he died of injuries five days later. Miss McCue said the aftermath was almost as upsetting when the other dog's owner was given a small fine in court.

Her vet bill of more than $3000 was being paid back in small instalments.

Miss McCue, a veterinary nurse, said she saw the results of more and more dog attacks that in 90 per cent of cases involved similar breeds.

She said the answer was not to declare some breeds dangerous but to restrict breeding.

The same owner was fined last year after the bulldog attacked a Rhodesian ridgeback. It was put down after the attack on Leo.

WA Rangers Association president Eric Ayers said it asked for changes to the Dog Act almost a decade ago but nothing was done.

Local Government Minister John Castrilli said this week the Government was looking at doubling penalties in the Dog Act.

The City of Vincent is still trying to find the owner of two dogs that mauled a small dog to death in East Perth last week.
