Mr Ian Thomas COWIE, Como WA
For outstanding public service, particularly to the City of Gosnells.
Mr Cowie is currently the Chief Executive Officer of the City of Gosnells, a position he has held since 2009. This local government has a budget of over $100 million and employs over 600 people. Mr Cowie has used his vast experience of legislative requirements and practical knowledge of the local government sector to make the City a very effective organisation, and has led numerous ventures to improve the city's sustainability and to deliver appropriate outcomes through his commitment to the future needs of the community. Mr Cowie has been proactive in diversifying revenue sources and commercialising the approach taken by the City. Under his guidance, the City of Gosnells has become an expert in land development and has completed a number of subdivisional developments ranging from 27 lots to 103 lots which have generated significant revenues. These revenues have been used to fund additional activities. To facilitate urban regeneration, Mr Cowie has established a new approach to developer contribution arrangements that allow land development to occur when multiple owners are involved, with the arrangements sharing the costs of providing public infrastructure and public open space between the developers. He is also seeking to aggregate land to facilitate a major new transit oriented development in the Maddington Town Centre.

Ms Melissa Anne VERNON, Albany WA
For outstanding public service in improving the access and quality of health services for people living in rural and remote areas of Western Australia.
Ms Vernon has worked for WA Health at the WA Country Health Service for over 25 years, and has served in various senior leadership roles during her outstanding career. In her current position as Executive Director, Primary Health and Engagement with responsibility for primary health care, telehealth and engagement in rural Western Australia, she has also been a key representative in the establishment of WA Health's relationship with primary care organisations. A significant achievement by Ms Vernon was the introduction of District Health Advisory Councils (DHACs) in 2004. These councils are comprised of local community members and provide invaluable local insight to health service improvement and planning. In her current role, Ms Vernon continues to oversee the success of these Councils of which there are now 21. Ms Vernon leads telehealth service development to improve significantly rural communitiesí access to medical, specialist and emergency services.

Mr Zbigniew (Ziggy) WILK, Karratha WA
For outstanding public service to regional Western Australia and excellence in operations at a senior level in the energy industry.
Mr Wilk has held various senior management roles since the inception of Horizon Power in 2006. Since late 2013, he has been the General Manager of the North West Interconnected System Business which extends across the Pilbara. Prior to this, Mr Wilk was General Manager Operations for 5 years. He is responsible for an annual revenue in excess of $200 million and operating expenditure of around $140 million. Mr Wilk's sole focus has always been the level of service being delivered to regional communities. He has been instrumental in shaping Horizon Power to provide quality, safe and reliable power to more than 100,000 residents and 9,000 businesses, including major industry, across regional Western Australia. Mr Wilk began his association with the electricity industry in Western Australia in 1984 as an engineer and eventually became Manager of the Pilbara Power Division of Western Power. In his six years in this position, he was instrumental in the development of a regional power model and driving the formation of Horizon Power. The blueprint for Horizon Power was based on the Pilbara Power business model that Mr Wilk was managing. He was able to demonstrate a dramatic turnaround in the Pilbara business as a result of devolved management. It is this decentralised model that Horizon Power is based on today.

AUSTRALIAN POLICE MEDAL (APM)

Australian Federal Police

Commander Scott Ian LEE
Commander Lee has made a career-long commitment to the Australian Federal Police (AFP), particularly in the areas International Law Enforcement and National Operations. After joining the AFP in 1985, he initially performed general uniform duties at Melbourne Airport and was subsequently attached to various investigations functions within the Fraud and Drug Divisions of the Melbourne Office. In 1991 he was designated as a Detective and received a promotion to Detective Sergeant in 1995. He was responsible for the leadership of teams involved in the investigation of organised crime, money laundering, organised fraud, people smuggling and security matters. In 1999 Commander Lee moved to Melbourne's Intelligence Division where he later became responsible for the establishment of the Human Source Management Team structure that now exists within the AFP. Commander Lee later undertook international deployments. The first to Indonesia as the Forward Commander for the 2002 Bali bombings investigation where he was responsible for leading the Australian contingent providing assistance in the completion of the Disaster Victim Identification process and investigating suspects of the attack. He returned to Indonesia two years later following the bombing attack on the Australian Embassy in Jakarta. In 2005 Commander Lee was posted to the AFP Bangkok Office for three years as the Senior Liaison Officer. He was involved in the investigation of narcotic investigations, human trafficking, travelling child sex offenders and counter terrorism. He worked closely with the Royal Thai Police in the investigation of the Bangkok New Year's Eve 2006 bombings and the insurgency issues in southern Thailand. In 2007 Commander Lee was promoted to his current rank and returned to Australia as the AFP Manager Counter Terrorism Domestic based in Canberra. In this role he was responsible for the collective management of Counter Terrorism investigations undertaken within the Joint Counter Terrorism Teams throughout Australia, working in partnership with state and Territory police and intelligence agencies. In 2011 Commander Lee returned to Melbourne as Manager Melbourne Office and led the delivery of operational outcomes in Victoria in partnership with Commonwealth and state agencies, across a range of AFP functions, including Serious and Organised Crime, Intelligence, Counter Terrorism, Human Trafficking and Child Protection. During this period Commander Lee enhanced the partner agencies in Victoria, resulting in the expansion of taskforce arrangements to include the Joint Organised Crime Taskforce and the Trident Waterfront Taskforce. In 2014 Commander Lee relocated to Canberra to perform the role of Manager Serious and Organised Crime where he is responsible for the management and direction of protracted criminal investigations focusing on organised crime, large scale drug importations, firearms, outlaw motorcycle gangs, and serious corruption.

Commander Ian McCARTNEY
Commander McCartney has provided distinguished service to the Australian Federal Police (AFP), particularly in the areas of International Law Enforcement and National Operations. After completing recruit training in 1991, he commenced working in investigations within the Fraud and General Crime Division at the AFP Melbourne Office. In 1995 he moved to the AFP Sydney Office as part of a Royal Commission investigating corrupt NSW Police and government officials. Promotion to Team Leader followed in 1997, he assumed responsibility for the management of a team of Melbourne-based investigators. Of note was the management of the AVIAN Team that was involved in the investigation of long-term and protracted narcotic investigations. In 2002 he was promoted to Coordinator within the Melbourne Office undertaking management roles within Investigations and Intelligence. In 2004 Commander McCartney was appointed as Manager AFP Adelaide Office. From 2005 until early 2009, Commander McCartney undertook the role the AFP Senior Liaison Officer in Beijing. This role was responsible for the facilitation of joint investigation activity between the AFP and Chinese Police authorities. Additional responsibilities included the facilitation of intelligence with Chinese Police authorities and reporting to AFP on strategic criminal trends and the development of capacity building projects to enhance co-operation on transnational crime matters. Upon returning to Australia in 2009, Commander McCartney was promoted to his current rank and appointed to the position Manager Economics, taking responsibility for the oversight and management of all AFP economic and proceeds investigations. He was appointed as the AFP representative for Project WICKENBY and was instrumental in the development of partner and client agency relationships across the Commonwealth and States in relation to economic crime. In 2010, Commander McCartney was appointed to the position of Manager Criminal Assets where he undertook the development of the Commonwealth Criminal Assets Confiscation Taskforce. This position was responsible for the oversight and management of AFP proceeds and money laundering investigations and AFP representation on the Strategic Alliance Group - Proceeds of Crime Working Group. Commander McCartney was recently appointed as Manager, Counter Terrorism International where he has assumed responsibility for the oversight and management of Counter Terrorism international investigations and management of the Counter Terrorism Business Support and Capability Development Teams.
