Notorious sex offender released on bail after alleged attack

One of Sydney's most notorious and dangerous serial sex offenders has been released on bail despite fresh allegations he assaulted a 16-year-old girl.

Graham James Kay, 66, dubbed the 'North Shore Rapist', was convicted and served time for attacking eight women at knifepoint.

His crimes were so brutal that he was sentenced to 20 years, but released under strict supervision.

But in the face of repeated warnings he would strike again, his strict supervision was downgraded just last month.

On Tuesday, in a Western Sydney shopping centre, police allege he followed a teenage girl and grabbed her around the waist before kissing her on the face.

He was arrested on Wednesday, charged with stalking, intimidation and common assault.

"It's very difficult to change these entrenched behaviours with serial offenders," criminologist Dr Xanthe Mallett revealed.

"They have to want to change themself and if they don't they are likely to reoffend," Dr Mallett said.

Between 1995 to 1996, Kay sexually assaulted eight women, holding knives to their throats in "premeditated and planned" attacks.

His victims were aged from 16 to 39.

Kay's reign of terror was stopped in 1997 after police caught him following women in Macquarie Park, Glebe and Epping.

He was released on parole in 2015 after serving 18 years behind bars on the condition that he was supervised, including electronic monitoring – but was allowed to remove his ankle bracelet last month.

He is due to appear in Parramatta Court next week.
