National Highways said the route was shut between junction 29 (Ardleigh Crown Interchange) and junction 30 (Stratford St Mary) at just after 07:15 GMT.
It said Essex Police and Suffolk Police are "dealing with the incidents".
Long delays are expected and diversions have been put in place.
