What does the law on mobilization change?

The Ukrainian parliament adopted the bill on mobilization on April 11.

Bill No. 10449 was passed on the second reading by 283 MPs.

Legislators removed the provision on demobilizing soldiers after 36 months.

The new mobilization bill will come into force on May 18.

Under the new bill, the following groups are subject to mobilization only if they wish to be mobilized:

  • People with disabilities (for military service under a contract)

  • People released from captivity

  • People under the age of 25, who have completed basic general military training or basic military service

Basic military service begins on Sep. 1, 2025.

Registered citizens can voluntarily establish a personal electronic account as a conscript, a person liable for military service, or a reservist.

All Ukrainian citizens liable for military service must specify, within 60 days of the law's entry into force:

  • Address

  • Phone

  • Email

  • Other personal data
