Key points on coronavirus lockdown support

LATEST FEDERAL CORONAVIRUS MEASURES

The national security committee of federal cabinet met on Thursday to discuss the NSW and Victorian outbreaks and further support measures. Prime Minister Scott Morrison has spoken with Victorian Premier Daniel Andrews and will meet with the national cabinet on Friday.

NSW SUPPORT DURING LOCKDOWN

* NSW lockdown residents will get access to free telehealth consultations for people who need longer consultations for chronic conditions and other health issues.

* Childcare fee waiver to be reinstated from July 19 in NSW locked-down areas.

* Certain areas of Sydney will get access from Thursday to the new $600 and $375 payments, with other areas getting access from Sunday. Check the myGov website for details.

BROADER SUPPORT DURING LOCKDOWNS

* National cabinet on Friday will consider a set of streamlined supports for states and territories which find themselves in lengthy lockdown, including support payments starting from the second week of a lockdown (but paid in arrears) and immediate waiving of the liquid assets test.

* Support payments will be $600 a week for those who have lost more than 20 hours of work, and $375 a week for those who have lost between eight hours (or one day) and 20 hours of work.

* Payments will reoccur from week three without a recipient needing to make a fresh claim, but they must report any increase to hours worked. The payment can be claimed online with myGov.

* Businesses will receive 40 per cent of their payroll payments, at a minimum of $1500 and a maximum of $10,000 per week. They will be eligible if their turnover is 30 per cent lower than an equivalent two-week period in 2019.

* The new small to medium business support payment will be available to non-employing and employing entities, including not for profits, with an annual turnover between $75,000 and $50 million. They must maintain their full time, part time and long term casual staffing level.

* For non-employing businesses, such as sole traders, the payment will be set at $1000 per week.

* There is also a $1500 pandemic leave payment available for any person who can't go to work and earn an income because they must self-isolate or quarantine, or are caring for someone with COVID-19 for 14 days.

QUARANTINE MEASURES

* Government officials have started gathering vaccination status details of people coming into Australia from overseas, which will help improve the triaging of people into quarantine.

VACCINE MANUFACTURING

* The government's approach-to-market for a manufacturer of mRNA vaccines, such as Pfizer, onshore in Australia closes on Friday.

* Talks are also underway with Moderna.
