It is believed a person walking along the beach made the shocking discovery, less than a kilometre from where Schoolies were celebrating.

However, 7News has been told it was not a school leaver who found the child.

Senior police have been left distressed following the early morning discovery.

Police are due to address the media at 8.30am.
