Tributes have flowed from devastated friends and family of a recently married couple who were left to die in a horrific hit-and-run.

Eric Victorsen, 19, is accused of being behind the wheel of the stolen Lexus that killed husband and wife Matt Goland and Bita Zaein.

The couple, who married in Bali just 12 months ago, had been driving home to The Basin, in Melbourne's east, on Saturday morning when they were struck by the Lexus, which police say was travelling at an incredible speed.

"I just think it's a tragedy that everybody has gone through. For the police, the ambulance, people, everybody involved," one woman at the scene said.

It is alleged that in the moments after the crash, Victorsen and his 15-year-old female passenger fled across a nearby carpark.

Photos have emerged of Mr Goland and Ms Zaein at their wedding in Bali just 12 months ago, with video showing the happy couple kissing surrounded by their loved ones.

On Sunday, friends of the innocent couple returned to lay flowers and leave tributes for the popular pair.

"He was a funny guy, he just had a heart of gold," friend Kelly Day said of Mr Goland.

"It's just senseless, tragic."

Many who brought flowers on Sunday had never met the couple but felt they needed to come to pay their respects in such tragic circumstances.

"I just felt that I'm here every two weeks and it's close to home and it affected me," one nearby resident said.

"It's just so tragic, it really is, it's just so sad," another said.

After a 12-hour hunt, Victorsen and his female accomplice were charged on Sunday afternoon.

The Boronia man is facing two counts of culpable driving and one count of car theft.

The court heard he had an acquired brain injury and an intellectual disability.

While he remains in custody, two families who recently celebrated a wedding will now have to plan two funerals.

Victorsen is due back in court on Tuesday.

The 15-year-old girl he was with has been charged with two counts of culpable driving as an accessory and one count of car theft.

She will appear at a children's court at a later date.
