Police have shot a gunman who had Brisbane's Queen Street Mall on lockdown.

The man was reportedly shot in the shoulder before being arrested and taken to hospital by ambulance.

Earlier, heavily armoured police had the man, who was holding a handgun to his head, surrounded.

Dozens of police have flooded the area with their guns drawn, clearing bystanders from the vicinity and surrounding the gunman.

Police are working to clear the area of all bystanders, it’s believed several people locked themselves inside stores, fearing a massacre.

An evacuee told 7 News he and his colleagues were forced out of their office.

"There was about 20 of us. We got evacuated by two coppers," he said.

"We had a pretty good view of the coppers running around - it's pretty hectic."

"(Police) told us to get out as quick as possible, it was a little bit scary. We didn't really know we had to get out."

Police are urging anyone who may have filmed the man to contact them, and send through the footage.

Earlier police approached the man, who is said to be extremely agitated, with tasers drawn, but backed away a short time later.

The man is described as in his late 20s, and there are reports he has a bandage on his arm and appears to have suffered a recent injury.

Police have confirmed he is holding a handgun, asking members of the public to avoid the area if possible.

Police declared an emergency situation under the Public Safety Preservation Act.

"The emergency situation was declared at 11:20am after police received reports of an armed person," a media release issued by Queensland Police read.

"The area has been evacuated and motorists and pedestrians are advised to avoid the area."
