The horrific last few moments before a teenager died while "car surfing" have been revealed to a US court.

A few seconds before the fatal incident, one of the teens is heard saying "If I died, remember this is Carlos's idea."

An SUV being driven by Joshua Ritter flipped and burst into flames with Carlos Velazco and Hunter Perez hanging to the side of the car, the Daily Mail reported.

Family and friends heard for the first time the last words said before the horror accident occurred.

In the seconds before the crash, one of the teens can be heard saying "this is crazy" before another voice screams ’Whoa, Stop.’

The video then goes blank.

Ritter was driving at over 110km/h when the crash occurred, throwing Velazco from the side of the vehicle and leaving Perez trapped as it burst into flames.

Velazco and Perez were killed in the crash that occurred in February, while Ritter and two other passengers, Ryan Jenkins and Kenyanna Hawkins, were seriously injured.

Ritter was subsequently charged with reckless driving and vehicular homicide, to which he pleaded no contest.

The 19-year-old wept and apologised for his role in the accident, and he was sentenced to one year of house arrest and five years probation.

"I can't start to explain how sorry I am for everything that happened," said Ritter.

"I am so sorry to all the families," he continued. "I'll never forget what happened and I'll try to do whatever I can to make it right."

Perez’s mother Robin Parker said in court: "I get no pleasure from your pain, but you must be held accountable for two lives lost.
