Police on Stud Road in Dandenong, with lights and sirens activated, tried to pull over the car at around 1.45am (AEDT) on Wednesday for a random check.
When the car failed to stop, police followed in pursuit, noticing the car was continuing to obey the speed limit and road signs.
At the intersection of David Street, the car pulled into the emergency entrance of a hospital.
To the surprise of the officers, when the car door opened they were met by the cries of a new born baby that had been delivered in the vehicle just moments earlier.
Police quickly alerted hospital staff who attended to the mother and child, while the driver remained outside.
The officers congratulated the new dad on the new arrival and agreed that, given the circumstances, no action would be taken for failing to stop.
