A Melbourne woman claims she overheard Justin Bieber verbally abuse a young girl at a Perth hotel at the weekend.

Melbourne-based image consultant Helen Robinett said she overheard the 19-year-old pop star calling a young girl a "beached whale" while she and her daughter where at the pool at Perth's Hyatt Regency hotel on Sunday where Bieber is staying.

"There were four young girls in bikinis," Robinett, who was a guest at the hotel while in Perth on business, told News Corp.

"One girl who was gorgeous looking, with long dark hair and would have been about a size 14.

"Justin looked over at her and said 'What are you, Hawaiian or something?'

"She said `No, I'm not'. Then he said 'You look like a beached whale' ... The girl said 'Are you serious' and he said 'You should go on The Biggest Loser.'

"The whole pool deck heard him call this beautiful young girl a beached whale. Everyone heard. And there was silence. It was almost like his security were used to it."

Robinett said the girl looked "deflated" after the abuse while her 21-year-old daughter Gabrielle Blair said the girl was "almost in tears" after the exchange.

"The girl and her friends left the pool deck after that," Robinett said.

"I looked at her and said 'don't you take that on. That has nothing to do with you.'

"I made a complaint to the hotel, and they said the girl was OK and she was a Bieber fan. She may appear OK, but I work in styling and fashion, I know how women view their bodies, what body image issues women have.

"That kind of comment can have a serious impact and repercussion. That's why I'm so upset about it. I'm bloody angry.

"He's nothing without his fan base. And he's abusing them. The girl next to me said 'I can't believe he just said that, he's my idol' and I said 'Well get yourself a new idol.'"

The hotel had reportedly closed the pool and gym for Bieber's personal use on Saturday, but he mixed with the public on Sunday.

Hyatt Regency marketing communications manager Rachelle Taylor would not confirm the hotel had received a complaint while Bieber's Australian tour promoter Frontier has declined to comment on the story.

The new allegations come after news that WA police were investigating one of Bieber's bodyguards for allegedly pushing a fan's father down the stairs of the Perth hotel on Friday.

These are the latest in a string of bizarre incidents during his Australian tour.

Bieber and his entourage were detained at Brisbane airport while customs agents searched for drugs and were forced to stay longer when they found some marijuana.

According to TMZ, who got their information from the Australian Federal Police, a 19-year-old man was held back on November 24 and warned after "using inappropriate language."

The website alleged that this was Bieber on the basis of information from their sources, and RadarOnline reported that he called a lady officer a "female vagina".

In Sydney, another of the singer's security team allegedly slashed the tires of a paparazzi photographer after he told him to stop following them.

Bieber flies out of Perth today after completing his Believe world tour at Perth Arena on Sunday.
