There has been intense debate in the Northern Territory election campaign over mandatory sentencing for violent offenders.

Day four saw Prime Minister Kevin Rudd take time out from his visit to Darwin to support Labor's re-election campaign.

Mr Rudd was in Darwin for community cabinet and travelled to Port Darwin with Chief Minister Paul Henderson, who announced $40 million for upgrades.

"We are here shoulder to shoulder with the Government of the Northern Territory," said Mr Rudd.

The Country Liberals unveiled their policy on violent crime, promising minimum sentences for various offences, including six months for offenders who commit a serious violent assault.

But Mr Henderson argues the Opposition's policy allows the courts to impose a fully suspended sentence for first time offenders.

"You will get a second chance under Terry Mills's plan," he said.

The Criminal Lawyers Association says mandatory sentencing does not reduce crime.
