Plans for Jill Meagher memorial march

This weekend marks one year since the rape and murder of Jill Meagher in Brunswick.

The premier became emotional when reflecting on the crime that deeply touched not just Victorians, but people around the world. Plans are now underway for a tribute march later this month.

Sydney Road appears unchanged, but scratch the surface and people can't forget what happened there.

On Sunday, it will be a year since 29-year-old Jill Meagher was raped and murdered while walking home from a bar.

The crime deeply touched many people, including Inspector Dean McGowan.

"In this instance, in 24 years of policing it's actually affected me and it's affected a lot of the staff that worked on the case," he said.

Adrain Bayley, the man behind the savage attack, was on parole for a series of rapes at the time.

It was this shocking revelation that helped bring about changes to Victoria’s parole laws and saw the premier apologising to Jill Meagher's family for the system failing her.

"Even now and then I get very emotional about it, because we shouldn't let people down like that," Premier Denis Napthine said.

"It affected the whole of Melbourne and Victoria I’ve never seen anything like it in my life.

"As a government we recognised there were failings in our parole system and we've certainly taken action.

"We would do everything possible, everything possible to make sure that this never happens again and that our parole board was overhauled."

A year on, and the crime rate in Moreland has also dropped. It's down about 3.6 per cent, which is in stark contrast to the state.

For a lot of young Melbourne women, what happened to Jill Meagher has dramatically changed how they approach safety.

A peace march along Sydney Road is planned for next Sunday, in honour of Jill Meagher, and police say like last year, they're expecting thousands of people to take part.
