Landgate staff given beer,gifts: CCC

Swapping beers for favours has led to corruption convictions against two developers, a settlement agent and a Landgate officer.

Corruption and Crime Commissioner Len Roberts-Smith said developers gave Landgate staff cartons of beer and gift vouchers in appreciation for their work during the year.

"Once Landgate management found out about and stopped this practise, developers started secretly paying $500 to (former Landgate officer Ian Croasdale) for each application expedited through the section," Mr Roberts-Smith said. "In the Commission's opinion Mr Croasdale's actions constituted serious misconduct but he resigned before any disciplinary action could be initiated by Landgate."

Croasdale was fined $25,000 and given a 16-month jail term suspended for two years after he pleaded guilty in the District Court to three counts of receiving bribes as a public officer.

Settlement agent Graham Poulton was fined $10,000 after pleading guilty to two counts of bribery of a public officer, developer Michael McKenna was fined $20,000 after pleading guilty to three counts of bribery and another developer was fined $10,000 after pleading guilty to one count of bribery.

In a report to be tabled to State Parliament today, the CCC recommends a review into gifts, benefits and hospitality, staff education, identifying associations to staff to identify conflicts of interest and a review of the handling of requests for urgent examinations of plans.
