The Republic of Kazakhstan has received a Loan from the World Bank and a co-funding Grant from the European Union toward the costs of implementing the Ust-Kamenogorsk Environmental Remediation Project. Over a period of decades, groundwater resources of the city have been highly polluted from mainly industrial activities and in particular the open disposal of industrial waste at the industrial estates in and around the city. The Project (UK-ERP) aims to (a) prevent further migration of groundwater contamination towards residential areas, the citys drinking water wells and eventually to the Irtysh River; and (b) strengthen institutional mechanisms for groundwater quality monitoring to enable control of ongoing groundwater pollution from local municipal and industrial sources.
The Project has two main investment components, identified under the Project Feasibility Study (FS) in 2005. The first works involves containment of seven industrial waste disposal sites including waste from metallurgical industries (lead, zinc, titanium, magnesium, uranium, and other products) and a pond with PCB containing sludge. The second component consists of investments in a groundwater monitoring system and program and remediation of sites with contaminated groundwater to prevent further damage to the environment.
The Republic of Kazakhstan intends to apply part of the proceeds of the financing for consultant services for contract UKER DD1 Detailed Design of Works on Containment of High Priority Sources of Groundwater Contamination.
A feasibility study for the project has been developed indicating that the high priority sources of groundwater contamination are the following objects in Ust-Kamenogorsk: (i) sludge storage pond of the Condensor Plant; (ii) Waste dump Nr 6 of the Lead-Zinc industrial complex; (iii) Waste dump Nr 6 of the Ulbinsky Metallurgical Plant (Uranium Processing Waste); (iv) Waste dump Nr 1 of the Heat and Power Plant (v) Waste dump Nr 1 of the Titanic and Magnesium industrial complex; (vi) Ash dump Nr 2a and 2b of the Heat Power Plant; and (vii) Waste dump of the Lead-Zinc Plant. Total estimated area approximately 885,000 m2.
It is expected that the most feasible option for containment is the capping of the 7 sites with suitable cover for the purpose of reducing the spread of pollution into the atmosphere and underground water.
The scope of work includes but is not limited to the following activities:
1. Preparation of Health and Safety Plan
2. Site investigations and sampling program (topographical survey, geotechnical, geological, hydrogeological and hydrological investigations as well as chemical properties)
3. Definition of Design basis based on conceptual design and preliminary costs estimates
4. Detailed design of works on containment of high priority sources of groundwater contamination and costs estimates, including drawings, specifications, bill of quantities etc.
5. Organization of expert support, including all necessary licenses and authority approvals
6. Environmental Management Plan, Environmental Monitoring Plan and Environmental Impact Analysis
7. Preparation of bidding documents for the designed construction works and assistance to Client in selecting appropriate contractor
For high-quality task performance Consultant shall:
(i) Carry out overall investigation of the areas and all available data collection required for assessing the existing conditions of the areas
(ii) Carry out necessary investigations in the range to be sufficient for adequate determination of the required scope and costs of construction works
(iii) Perform investigations which may be needed additionally
The designed implementation period of consulting services is one year.
The Committee for Water Resources of the Ministry of Agriculture of the Republic of Kazakhstan now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in Kazakhstan and in the regions as well as experience with similar size design projects is recommended. Please note that specific experience with handling of uranium waste is also recommended. Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers (dated May 2004).
